Explanation
This error occurs when a customer is deleted in Bill.com and the deletion is trying to sync to QuickBooks Online (QBO), but the customer is linked to active/unbilled charges in QBO.
Solutions

- Delete the unbilled charges in QBO and sync again to allow the customer deletion to sync to QBO
- Contact Bill.com Customer Support to clear the error if the deletion should not be synced to QBO
