Bill.com does not currently offer the feature to delete or deactivate notes associated with the vendor.

SOLUTION

A workaround for this issue would be to create a new Vendor, making a minor change to the vendor name, and merging the 2 vendor records together, keeping the new vendor record during the merge process.
